When exported from or through the territory of the European Union

• ATTENTION, the EU imposes sanctions that relate to the export of goods from the EU to Russia;
• USA sanctions lists are here;

• Since the sanctions are updated, there are always possible changes in what can or cannot be exported today;
• You need to independently check your product for existance in the current sanctions lists;
• a package of sanctions regarding luxury goods and their export to Russia can be found here, from page 31 there is a list of CNodes and a description of goods, the headings of tables also indicate the cost threshold for goods in this category, if the threshold is not specified additionally, then the maximum cost per unit of goods is not may exceed 300 euros. If the code is not in the list, then you can export the goods regardless of its value;
• for a package of sanctions regarding a complete ban on the export or import of goods, see here. Be careful: in this decree, both goods on which there is a ban on imports and exported goods are indicated;
• Addition to the list of prohibitions, additional CN codes. Decision number L 259 I dated 6.10.2022;
• EXAMPLES about luxury goods: prohibited to export clothes, shoes, bags if the unit value is more than 300 eur, prohibited to export equipment (phones, headphones, computers, etc.) if the unit value is more than 750 euros, prohibited to export musical instruments if the unit value is more than 1500 euros.
• About the complete ban: you cannot export processors, echosounders, quadrocopters, used clothes and shoes to Russia;

• The following audio-visual or print materials: material that attracts extremists or terrorists, or who considers terrorism to be publicly justified; are pornographic in nature; have been produced or distributed in violation of the laws relating to elections and referendums in the countries of the Customs Union of the Eurasian Economic Community; use meanings and symbols associated with the Nazi movement and meanings and symbols that are confusingly similar to the meanings and symbols associated with the Nazi movement; Contains other information that may harm the political or economic interests of the Russian Federation, its national security, public health and the morality of its citizens;

• All types of arms (including parts thereof), ammunition (including parts thereof), structures similar to civil or service weapons;

• Dangerous waste;

• Specific technical means for the acquisition of classified information;

• Toxic substances which are not precursors of narcotic drugs or psychotropic substances;

• Narcotics, psychotropic substances and their precursors, including pharmaceutical substances and their precursors;

• Human organs and/or tissues, blood and blood components;

• Plants of all kinds and conditions, seeds of plants;

• Live animals excluding bees, leeches, and silkworms

• Ozone-depleting substances;

• Plant protection products the import of which is prohibited under the Stockholm Convention on Persistent Organic Pollutants of 22 May 2001;

• Fishing tackle:

• Made-up fishing nets, made manually or mechanically, of synthetic nylon or other polyamide-monofilament with a diameter of less than 0,5 mm and a mesh size of less than 100 mm (knot to node less than 50 mm); 14. certain electronic fishing system and gear;

• Alcoholic products, ethyl alcohol, beer;

• Tobacco products of all kinds and herbs;

• Radioactive materials;

• Valuable cultural objects;

• Perishable supplies;

• Gemstones of all kinds and precious stones (except jewelry).

List of prohibited items for aircraft delivery

• Firearms, signal, pneumatic, gas weapons, components of firearms, signal, pneumatic, gas arms, ammunition, models of such items, including unfilled grenades, shells and other similar items, cold weapons (including throwing), all kinds of knives, electroshock devices.

•  

  Narcotic drugs, psychotropic substances and their precursors.

• Explosives and articles containing them. Example: TNT, nitro glycerine, ammonal, granitol, dynamite, hand grenades, rockets, shells, ammunition, detonators, detonators, gunpowder, fireworks, pyrotechnic compositions, rifle cartridges.

• Flammable, toxic and non-flammable and nontoxic gases and their products containing. Example: gas lighters, compressed and liquefied gases in cylinders, hydrogen, propane, butane, varnishes and deodorants in aerosol packaging, carbon dioxide, fire extinguishers, chlorine, mustard gas.

• Flammable liquids and products containing them. Example: Gasoline, kerosene, solvents, acetone, varnishes, paints oil, nitro enamels, primers, washes, sealants, esters, glues on the basis of organic solvents, lotions cosmetic, colognes, perfume, eau-de-toilette, lipsticks, cosmetic oil.

• Flammable solids and products containing them. Example: matches, sulphur, any metallic powders, aluminium coated powder, magnesium, "Bengal Lights", white and yellow phosphorus, napalm, coal, calcium carbide, sodium.

• Oxidizing substances, organic peroxides and products containing them. Example: Ammonium nitrate fertilizer, ammonium nitrate, potassium nitrate, calcium chlorate, bleaches, hydrogen peroxide, some hardeners, and so on.

• Toxic (poisonous) substances and products containing them. Example: arsenic, nicotine, cyanide, pesticides, strychnine, bromoacetone.

• Infectious substances and products containing them. Example: Diagnostic samples, biological products, rabies virus, clinical and medical waste.

• Radioactive substances and products containing them. Example: Radionuclides, isotopes.

• Corrosive substances and products containing them. Example: Electrolyte for accumulators, Mercury, sulfuric, hydrochloric, acetic and other acids, caustic soda.

• Other hazardous substances and products containing them. Example: Lithium batteries, dry ice.

   

  It is forbidden to use metal boxes and boxes, foil, metallized paper and fabrics for packing.
